SOG Team Report - SA C. Devereux

SOG TEAM ACTIVITY REPORT:
Team were interviewed by NOPD Homicide detectives (Swenson, Parry, Jackson and Roche) regarding the homicide of SA M. Winchester.
SAC NO held private meetings with SA G. Parisi and SA K. Chance.
SAC NO placed SOG under temporary command of ASAC Schwartz.
Reporting agent assigned to supervisory position effective immediately.
NCIS Agent P.M. Martikian detached from SOG operations (ASAC Schwartz) effective 10/17/08 18:00.
ASAC Schwartz ordered SOG to operate to a zero overtime budget and ensure all reports and paperwork to be submitted on time and correctly. Reporting agent to ensure this.
Leads pursued in Locke disappearance:
Visa purchase at Oshkosh - established as being a pair of Zeiss low light/IR binoculars
Written request submitted to Dean Jaeger at Miskatonic University re: Loan of King in Yellow
Field Interviews undertaken by Agents F. Greene, G.Parisi and B. Summers at 3 x branches of Bo Jacksons (French Quarter, Algiers and Metairie):
FQ: Payphone located in staff only part of the building - interview with employee Shirley Parkman (dancer) (Misdemeanours for possession of cocaine and soliciting sex acts) - witnessed phone being used by ‘Lynn' - Pac Bell records shows this number having called T.Locke's personal phone (located in bedroom) at close to the same time as witness reported. Call was a non threatening warning to leave NO. Team warned off premises by Billy Tan (KNOWN MEMBER OF FARINA FAMILY). Follow Up: Tan served 5 years sentence (3 yr term) Louisiana State Pen (2003-2006) for aggravated assault of D.Loreau (2001). Past probation period now.
AL: Interview with manager John ‘Johnny' Rubino (KNOWN MEMBER OF FARINA FAMILY) - ‘Lynn'identity confirmed to be Lynn Stone - personal friend of ROMANO FARINA - SA National (Green Card holder) - runs a series of astrological web sites and phone lines under pseudonym ‘Isis'- professional psychic.
Follow Up: Currently under sedation in Pleasant Valley Retreat in Arizona following series of ‘hysterical attacks where subject became violent to herself and others' (Dr Alan Landry).

Summary:
Team in BuCar Surburban # 09 en route to Metairie at 23:17hrs driven by Agent G. Parisi observed black Lexus R300 (no plates) running dark behind them. Driver slowed as car passed them. Military issue machine gun deployed by UNSUBs in the Lexus with 30 shots fired. Follow Up: Shells found at scene and in the remains of Suburban #09 confirm weapon was M249 SAW 5.56mm Nato.
[ATF Supplemental: RIMFIRE analysis shows same weapon has been deployed twice in New Orleans before by Boy Teche and crews associated with Sixth Precinct Drugs Wars - 2004-2007. Weapon reported lost during Louisiana National Guard Iraq training exercises, Lafayette HQ, LA - (256th Infantry Brigade, Jul 03). Shells come from separate shipment of 5.56N ammo (DOD ID#234002-31) ‘lost' en-route to Ramstein airbase, Germany from England Air Park, Alexandria, LA - ATF Open File #889901]
Bullet impact caused BuCar to swerve off road and roll down ditch into field. Agents F. Greene and B.Summers received light wounds from ricochets. Agents G. Parisi and NCIS Agent P.M. Martikian wounded during crash. Only Agent Summers was conscious when BuCar came to a stop and she managed to revive Parisi, Martikian and Greene. Aware that the Lexus with armed UNSUBs was returning, the team spread out and prepared to defend themselves. Parisi notified command by mobile phone of the situation and local law enforcement was deployed.
At this point a 3rd party appears to have intervened with 2 potential assailants affiliated to the South Claiborne Crew (Stenneau) receiving fatal GS wounds from a large calibre rifle. These have subsequently been identified as Lkwan Wayne AKA L-KAY and Reggie Watts AKA RAGDOG. Wayne was shot in the head and Watts in the torso. The rounds used have not been recovered and are believed to be frangible in the .30-.50 calibre range. A barn , 900 metres west of the incident site has been identified as a likely shooting point classing the shooter as elite. No casings recovered and no other physical evidence barring a boot scuff which has yet to be matched. There is evidence of a medium 4 x 4 having traversed from road to the barn (about 200m) - tire treads indicate Goodyear Eagles used on a wide variety of this size of 4 x 4 - Area CCTV is presently being examined.
Agents Parisi and Martikian discharged service weapons (3-5 rounds each) at fleeing Lexus with unknown results.

Agent B. Summers - discharged from Metairie Medical Center 10/22 - recover leave auth'd under Agent's own recognisance for 7 days. Due to return to duty on 10/29
