09:00hrs - Agent Frost and I leave NOFO and attend city hall to search plans for likely locations for suspect clinic in Mid City block.
Noon - We have identified 5 x possible target locations in the area. Team deploys to area for reconnaissance mission.
13:12hrs - RV with NCIS/HS agents Martikian/Johnson - recon mission continues
15:08hrs - 5th suspect location at 2167 Dumaine Street identified as clinic. Area is rundown and in disrepair. Building surrounded by high fence with anti-climb security precautions and strong solid metal gates. No visible surveillance or security system barring automatic gate entry by swipe card.
15:25hrs - Team agrees to set up OP 1500 metres SW of target location next to a part occupied strip mall and convenience store (1759 Dumaine Street)
16:09hrs - Late model black Mercedes C Class seen approaching OP - no tags. Suspect black male, 6'1 identified by NCIS Agent Martikian as ‘Omar' known associate of terrorist suspect Gennady Urenko exited vehicle and spoke with owner of store - Mr Keenan Dayne, 68 yrs black male seen receiving cash estimated at $200.
16:12hrs - Suspect Omar walks NE towards clinic. HS Agent Johnson questions Mr Dayne who reveals Omar's interest in our target location.
17:27hrs - Omar taken into custody in BuVan #23 - questioned by agents. Suspect identified as Omar Shakti - Egyptian National admitted on Green Card lottery program 10/18/2006 (INS #22498 Sen. D. Vitter sponsor). Suspect displayed in depth knowledge of individual agents and escaped handcuff restraints - suspect was subsequently restrained using reasonable force. On NCIS/HS agents' advice suspect was released after promising to deliver additional information on the clinic, the missing radioactive device and a meeting with his ‘employer' at 21:00hrs - 77 Conery Street, Garden District.
18:28hrs - Report to SSA Devereux completed by mobile phone
